A Laguna Madre Water District Job Application is Required to be considered for this position. Summary District Engineer plans and organizes major water treatment, water distribution, wastewater treatment, wastewater collection, and administration facility improvements that require significant interaction with consultants, outside agencies, and the general public. Responsible for engineering planning, design, permitting, project management, and construction management activities. Exercises comprehensive management responsibilities, including oversight of assigned engineering \projects, personnel, and related administrative functions.
Duties and Responsibilities
Design and develop capital projects and provides highly complex staff assistance to the General Manager.
- Responsible for management implementation of engineering projects and programs assigned, including coordination of key activities sections and responsibilities assigned.
- Coordinates project management activities involving engineers from multiple firms and disciplines. Manages and directs the implementation of projects, programs and responsibilities assigned, including engineering design documents.
- Negotiates and implements agreements and contracts as well as developing environmental documentation, development of grant funding or funding by outside agencies or organizations, securing permits and construction activities.
- Perform formal and informal presentations to outside organizations, Board of Directors, General Management and other bodies on issues related to the department and other assigned responsibilities.
- Coordinates with General Manager and Finance Director the budget for capital projects funds assigned within Engineering; overseeing, directing and forecasting revenues and expenditures.
- Oversees, manages, and directs the work of outside contractors, consultants, and developers observing all applicable District administrative policies and procedures along with the Director of Operations and General Manager.
- Approve and/or accept technical reports, designs and the completion of projects. Liaison for the state and federal agencies for major projects, permit renewals, and amendments.
- Research and prepare complex technical and administrative reports and documents. Prepare written correspondence.
Plans, assigns, and evaluates work products, services, and programs. Monitoring and reporting on progress. - Builds and maintains positive working relationships with co-workers, other District employees, consultants, developers, staff of other agencies/organizations and the public using principles of good customer service, and performs related duties as assigned.
Skills and Competencies: To perform the job successfully, an individual should demonstrate the following competencies:
- Knowledge of budgetary procedures.
- Knowledge of principles and practices of water and wastewater project management, planning, designing, construction and implementation, including an understanding of technical issues and methods common to the field.
- Knowledge of principles and practices of oral presentations/communications, policy development and implementation and business correspondence and report writing, pertinent local, State and Federal Laws, District Code Regulations.
- Principles and practices of environmental impact assessment and related regulatory processes.
- Computer skills and software applications related to District executive management support and administrative function which includes but is not limited to advanced proficiency in Microsoft Office, Word, Excel, Outlook, Internet Access and Power Point software programs. Interprets and evaluates staff reports, knows the laws, regulations and codes.
- Communicates clearly and concisely, both orally and in writing.
Education and Qualifications - Completion of a bachelor’s degree from an accredited college or university with major course work in civil engineering or a related field.
- Licensed as a Professional Engineer in the State of Texas.
- Eight (8) years of increasingly responsible experience in engineering, planning or management,
- Including three (3) years of supervisor responsibility.
- A valid Driver’s License is required.
Physical Demands Work is performed in a normal office environment with some field exposure to outdoor temperatures and traffic conditions. Visual Acuity & Focus: Demands close-up vision to evaluate data and detect flaws. Upper body repetition involves sustained use of keyboards, computers, and drafting tools. Must be able to lift up to 25 pounds at times. Reasonable accommodation may be made to enable individuals with disabilities to perform the essential functions.
